Since 1990, PLC has been dedicated to providing both traditional and therapeutic foster care for children in communities across the mid-Atlantic.

Some may face emotional or developmental challenges, while others need medical support. But above all, they need a stable, loving home where they can feel safe, grow, and thrive.

Becoming a foster parent with PLC means you’re never alone. We carefully screen and train foster families, with each household completing a thorough approval process. Once certified, families are supported by a dedicated treatment team – available 24/7 – to guide them through every step of the journey. Every foster family is part of a larger network that works together to help children feel safe, supported, and truly at home.

THE PROCESS

1. Initial Contact
Reach out to us to learn more and ask any questions you have. We’re here to help.

2. Submit an Application
Complete a simple form to officially begin your journey.

3. Face-to-Face Interview
Meet with our team to talk about your goals, background, and interest in fostering.

4. Pre-Service Training
Attend 30 hours of interactive training to prepare you for the rewards and challenges of foster parenting.

5. Home Assessment
Includes a home study and safety inspection to ensure a supportive, secure environment.

6. Certification
Once all requirements are met, you’ll be officially certified as a foster parent.

7. Placement
A child is thoughtfully matched with your family, with full support from our team every step of the way.

WHO CAN BE A DE FOSTER PARENT?

You don’t need to be perfect—just patient, caring, and committed. Foster parents come from all walks of life, and what matters most is your willingness to provide a safe, supportive home for a child in need.

To become a foster parent in Delaware, you:

  • Can be single, married, divorced, or widowed

  • May rent or own your home

  • Must be at least 21 years old

  • Need to complete a face-to-face interview

  • Must attend 30 hours of pre-service training

  • Can be of any race, background, or religion

  • Must pass a home, health, and safety assessment

  • Should be financially stable, with proof of income

  • Must pass a criminal background check

  • Need a high school diploma or GED
